The North Carolina Association of Black Lawyers proudly honors the life and legacy of the Honorable Carl Fox, a trailblazing public servant whose career marked multiple historic firsts within North Carolina’s criminal justice system.

Carl Fox made history as the first African American District Attorney in North Carolina, breaking a barrier that had long excluded Black attorneys from leadership within prosecutorial offices. His election to that role represented a profound shift in access to power within the criminal justice system and reflected the trust placed in him by the community to administer justice fairly and responsibly.

As District Attorney, Fox carried the weighty responsibility of prosecutorial discretion at a time when racial inequities in the justice system were deeply entrenched. His leadership helped demonstrate that excellence, integrity, and fairness could redefine institutions historically closed to Black lawyers.

Following his service as District Attorney, Carl Fox went on to serve as a Superior Court Judge, continuing his commitment to public service from the bench. In that role, he presided over matters that directly affected individuals, families, and communities, bringing discipline, judgment, and respect for the rule of law to every case. His transition from prosecutor to judge reflected a career rooted in comprehensive understanding of the justice system and its impact on people’s lives.

Judge Fox’s career stands as part of a broader legacy of Black legal pioneers in North Carolina who expanded opportunity through service rather than symbolism. His presence in both prosecutorial leadership and the judiciary helped widen the path for future generations of Black attorneys seeking roles of authority within the legal system.

Why This Matters

Carl Fox’s legacy matters because leadership within the justice system shapes both outcomes and public trust. As the first Black District Attorney in North Carolina and later as a judge, he helped dismantle long-standing barriers and redefine who could lead within the courts and prosecutors’ offices. His career reminds us that progress in the legal profession is built through courage, preparation, and principled service.

As members of NCABL, we honor Carl Fox for the history he made, the institutions he helped transform, and the enduring impact of his service on North Carolina’s legal system.
