Dear Colleagues and Friends,

As part of our Black History Month observance, the North Carolina Association of Black Lawyers proudly honors the distinguished career and enduring legacy of Allyson K. Duncan, a jurist whose leadership, integrity, and commitment to the rule of law have shaped North Carolina and the nation.

Judge Duncan made history as the first Black woman from North Carolina appointed to the United States Court of Appeals for the Fourth Circuit, where she served with distinction and independence for more than a decade. Her appointment marked a significant milestone for the federal judiciary and reflected a career defined by excellence across every level of public service.

In addition to her federal judicial service, Judge Duncan has held a series of groundbreaking leadership roles within North Carolina’s legal and governmental institutions. She served on the North Carolina Court of Appeals, contributing to the development of state appellate jurisprudence, and later chaired the North Carolina Utilities Commission, where she led the regulation of public utilities and addressed complex issues affecting consumers and infrastructure statewide. She also served in senior legal and policy advisory roles within state government, helping guide executive branch decision making on significant legal and regulatory matters.

Judge Duncan also made history within the legal profession itself. In 2003, she became the first African American and first African American woman to serve as President of the North Carolina Bar Association, leading one of the state’s most influential professional organizations and helping set standards for professionalism, leadership, and service across the bar.

Throughout her career, Judge Duncan has been known for her rigorous legal analysis, principled independence, and deep respect for institutional integrity. Her work has strengthened public confidence in the judiciary and demonstrated the vital importance of thoughtful and prepared leadership within our courts and professional institutions.

Why This Matters

Judge Duncan’s legacy matters because representation and leadership within the judiciary and the legal profession are essential to the legitimacy of the rule of law. At a time when judicial independence and public trust face increasing pressure, her career stands as a powerful reminder that excellence, preparation, and integrity remain the bedrock of justice. Her path underscores why it is essential to open doors, protect institutions, and prepare the next generation of lawyers and judges to lead with discipline, judgment, and purpose.

As members of NCABL, we honor Judge Duncan not only for the history she made, but for the standard she set. Her career continues to inspire lawyers across North Carolina and beyond.
